HR & Operations Executive Manager

Location: Tehran, Iran

Position Overview

We are launching a private hybrid business in Tehran combining Real Estate operations and Restaurant management. We are seeking a senior-level HR & Operations Executive Manager capable of designing organizational systems from the ground up and ensuring full operational control and performance optimization.

This is not a traditional administrative HR role.
This is a strategic, execution-driven leadership position with direct impact on profitability and operational performance.

The selected candidate will be responsible for building structure, implementing performance systems, and driving measurable business results across both business units.


Key Responsibilities

1. HR System Design & Organizational Development

Develop the organizational structure and reporting hierarchy

Create detailed Job Descriptions (JDs)

Design KPI-based performance evaluation systems

Establish recruitment, onboarding, and retention frameworks

Develop internal policies, procedures, and disciplinary systems

Design compensation and performance-based incentive structures


2. Operational Leadership & Performance Control

Supervise daily restaurant operations and workforce performance

Monitor real estate consultants’ performance (listings, visits, closed deals)

Control workforce productivity and operational efficiency

Monitor payroll costs versus revenue performance

Reduce employee turnover and operational inefficiencies

Ensure execution discipline and cross-department coordination


3. Mandatory Weekly Reporting (Data-Driven & Analytical)

The manager is required to submit a structured weekly report including:

HR Metrics

Total active employees

New hires and terminations

Retention rate

Payroll cost analysis

Department productivity indicators


Restaurant Performance Metrics

Weekly revenue

Average ticket size

Growth or decline percentage

Staff cost-to-sales ratio

Waste and cost-control indicators


Real Estate Performance Metrics

Number of new listings

Number of property visits

Number of closed contracts

Total contract value

Conversion rate (visits to contracts)


Executive Analysis

Identified risks and operational gaps

Corrective action plan

Execution roadmap for the following week


Reports must be numerical, measurable, and performance-focused.

Qualifications

Minimum 5 years of executive HR management experience

Experience in operational environments (restaurant, sales, real estate, or startup)

Proven ability to design and implement systems from scratch

Strong analytical and reporting skills (advanced Excel required)

Decisive, accountable, and execution-oriented personality

Strong leadership and team management capabilities

Ability to perform effectively under pressure
