RASTA is an engineering and procurement firm specializing in supplying industrial equipment and solutions to governmental and infrastructure projects.
We are seeking a highly capable and structured Head of Bids & Tendering to lead and scale our international and domestic tendering operations. This role is responsible for managing the full tender lifecycle—from opportunity identification and bid strategy to submission and post-submission analysis—while leading a team of Sales & Procurement Specialists and coordinating closely with commercial and execution teams.
The ideal candidate combines strong analytical capability, leadership, and commercial judgment, and is able to operate effectively in a fast-paced, high-growth environment.
Key Responsibilities
Tender Strategy & Opportunity Management
- Oversee identification, screening, and selection of tender opportunities aligned with company strategy
- Establish bid/no-bid decisions based on technical, commercial, and risk evaluation
- Monitor tender pipelines and ensure optimal allocation of internal resources
Bid Management & Execution
- Lead the end-to-end bidding process, ensuring high-quality, compliant, and competitive submissions
- Supervise and guide a team of Sales & Procurement Specialists throughout proposal development
- Ensure all bids meet deadlines, technical requirements, and internal quality standards
- Drive continuous improvement in bid quality and submission efficiency
Commercial & Pricing Oversight
- Review and validate pricing strategies, cost structures, and profit margins
- Ensure bids are both competitive and aligned with company profitability targets
- Collaborate with finance and execution teams to assess financial and operational risks
Supplier & Procurement Coordination
- Oversee supplier sourcing and evaluation processes in coordination with the team
- Support negotiation strategies for key suppliers when required
- Ensure supplier selection aligns with project requirements and risk standards
Cross-Functional Coordination
- Act as the central coordination point between:
- Bid team
- Contract Execution (Operations)
- Finance
- Commercial (Railway & Marine)
- Ensure smooth handover of awarded projects to the execution team
Team Leadership & Development
- Lead, mentor, and develop a team of Sales & Procurement Specialists
- Define performance metrics and monitor team productivity and effectiveness
- Build scalable processes and contribute to workflow optimization and automation
Process & Performance Management
- Monitor key KPIs such as: Win rate, Bid volume, Margin performance, Submission timelines
- Work closely with internal teams to improve systems, workflows, and data tracking (SharePoint/PowerBI environment)
Requirements
- Proven experience in tendering, bid management, procurement, or technical sales in industrial or infrastructure sectors
- Strong leadership experience managing teams and complex workflows
- Solid understanding of pricing, cost analysis, and commercial decision-making
- Ability to manage multiple bids under tight deadlines with high accuracy
- Excellent communication, coordination, and decision-making skills
- Native or near-native English proficiency (written and verbal) is required
- High level of organization and attention to detail
Preferred Qualifications
- Master’s degree in Engineering, Business, or a related field
- Experience with government or international tenders
- Familiarity with industrial equipment sourcing and supplier management
- Experience working with structured processes and digital systems (e.g., SharePoint, PowerBI, ERP systems)
