Tender & Proposal Engineer (Airport & Infrastructure Projects)

Job Description
We are looking for a motivated and detail-oriented Tender & Proposal Engineer to join our Airports team in Tehran. The successful candidate will support the preparation of technical and commercial proposals for airport and infrastructure projects, including tender reviews, cost estimating, methodology development, risk assessment, and bid coordination.

This role requires close collaboration with engineering, planning, operations, and commercial teams to deliver high-quality and competitive submissions aligned with client requirements and project objectives.

Key Responsibilities

• Review tender documentation and identify project requirements, risks, and opportunities.
• Prepare technical and commercial proposals and tender submissions.
• Develop project methodologies, work plans, assumptions, and scope definitions.
• Assist in cost estimating, pricing, and budget preparation.
• Coordinate with internal stakeholders and subject matter experts.
• Obtain and evaluate quotations from subcontractors and suppliers.
• Prepare clear and professional proposal documentation.
• Support bid reviews, submission processes, and continuous improvement initiatives.
• Maintain records of previous bids, pricing data, and technical content.

Required Skills & Qualifications

• Bachelor's degree in Civil Engineering, Airport Engineering, or a related field.
• Minimum 3 years of experience in engineering, infrastructure, construction, or project delivery environments.
• Previous experience in tendering, proposal preparation, bid management, or engineering estimation is preferred.
• Strong written and verbal communication skills in English.
• Ability to review and interpret engineering drawings and technical documentation.
• Strong analytical, organizational, and coordination skills.
• Proficiency in Microsoft Excel, Word, Outlook, and PowerPoint.
• Ability to work under pressure and manage multiple deadlines simultaneously.
• Team-oriented mindset with strong attention to detail.

Preferred Qualifications

• Previous experience in airport, aviation, transportation, or infrastructure projects.
• Familiarity with estimating practices and proposal development processes.
• Understanding of construction methodologies, project risks, and delivery strategies.
• Experience working with multidisciplinary engineering teams.
